StoppedFenceController
org.sigilaris.node.jvm.runtime.application.v2.StoppedFenceController
A private live lease, never a signing capability. Its methods are valid only during withStopped. They do not reacquire the gate. Capture through its snapshot AFTER any closeWrites calls; no key or arbitrary writer is exposed.
